The HGV levy applies to heavy goods vehicles (HGVs) of 12.000 kg or more. The levy aims to make sure these vehicles contribute when using the road network.
The levy mount is based on
- vehicle weight, as a broad approximiation to CO2 emissions
- vehicle air quality emissions standard
- levy duration
So this means that from the perspective of PTV it is seen as a vignette (amount based on length of period) not a toll (amount that applies based on distance).
Currently the PTV xRoute 2 and PTV Developer.Routing API do not deal with vignettes as there are different concerns to be taken into account (time, duration, time span left).
The toll costs are available with the latest data for the PTV product family.
